Expenses for social sphere to be increased in revised budget for 2012-2014

In accordance with the President's instructions Kazakhstan increased budgetary allocations for development of science, boosting employment and healthcare. The Government summarily develops amendments to the national budget. Implementation of a number of energy projects is started. The countries of the European Union express interest in the Kazakh program of forced industrialization.

On Monday, February 6, Deputy Chairman of the Science Committee of the Ministry of Education and Science Yerbol Suleimenov informed that there will be increased expenses for scientific research and stimulation of investments of the private sector in science. KZT 27 billion was allocated for this goal in 2011, and KZT 42 billion will be allocated this year.

On Tuesday, February 7, at the Government's session Kazakh Prime Minister Karim Massimov has urged to complete the formation of the revised budget for 2012-2014 during the week. Kazakh Minister of Labor and Social Protection Gulshara Abdykalikova announced that KZT 50.6 billion will be allocated for the Employment Program-2020 implementation in 2012. More than 200 thousand people will be involved in the program. Starting from 2013 employment centers will supervise the issues of short-term training. Such changes are introduced in the first part of the "Employment-2020" Program. According to her, these measures are taken to reduce administrative procedures and meet the current employers' needs in personnel. Providing housing for oralmans (repatriates) will be carried out within this program.

On Wednesday, February 8, delivering a speech at a meeting of military diplomatic experts of the Conference on Interaction and Confidence-Building Measures in Asia (CICA), Deputy Minister of Defense Bagdad Maikeyev announced Kazakhstan's proposal to start cooperation between the CICA countries on some confidence-building measures within the military-political dimension.

Minister of Industry and New Technologies Asset Issekeshev, who accompanied President N.Nazarbayev in his visit to Germany, has signed the Agreement between the governments of the two countries on partnership in the raw, industrial and technological spheres. This agreement created a legal and market foundation for rapid attraction of advanced German technologies in the raw sector of Kazakhstan. Within the visit there were also signed five intergovernmental agreements and a solid package of economic documents.

On Thursday, February 9, Minister of Labor and Social Protection, Chairman of the National Commission for Women Affairs, Family and Demographic Policy under the Kazakh President Gulshara Abdykalikova has held a meeting with Head of the OSCE Center in Astana Natalia Zarudnaya. The sides discussed the issues of labor migration, measures on further improvement of the national legislation on migration, interaction in the sphere of promotion of gender equality and etc.

On Friday, February 10, Kazakh Ambassador to Belgium and Luxembourg, Head of Kazakhstan's Mission to the EU and NATO Yerik Utembayev met with Philippe Maystadt, former President of the European Investment Bank (EIB). Philippe Maystadt highly appreciated efficiency of the Kazakh Government on timely implementation of effective anti-crisis measures. At the meeting the sides exchanged opinions on the investment cooperation between Kazakhstan and the EU, discussed the agenda of the Astana Economic Forum as well as touched upon a range of issues related to effective anti-crisis measures taken by governments of countries of Europe and the whole world. The EIB ex-President, in his turn, highly appraised the current level of cooperation between Kazakhstan and the European Investment Bank. Besides, the Kazakh diplomat noted that the EIB won a mandate from the EU for an investment package amounting more than EURO 2.5 billion for investing in the Kazakh projects significant for the EU in the sphere of innovations, alternative energy and etc.
